The site has sat on WordPress for years: worth starting over?

Of 396 working sites: jQuery 62.9%, jQuery Migrate 38.4%, WordPress 37.6%, Bootstrap 27.8%, Elementor 14.6%, Slider Revolution 11.9%.
jQuery Migrate exists only to keep code written for old versions of the library running: its presence on 38.4% of sites is the clearest sign of themes and plugins left as they were. Every extra library is code the phone downloads before it shows the page.
